Agartala, September 1: The Tripura High Court has stayed proceedings initiated by the Tripura Human Rights Commission against Professor Dr. Nachiketa Mittal.
The order came after Dr. Mittal challenged the Commission’s August 14, 2026 order through a writ petition. He questioned both the ongoing proceedings and the legality of the Commission’s order, which had directed several steps against him.
The case was heard by a Division Bench comprising the Chief Justice and Justice Biswajit Palit. After hearing the petition, the court issued notice to the Tripura Human Rights Commission and stayed all proceedings pending before the Commission.
The court also stayed any further action already taken or proposed on the basis of the Commission’s August 14 order.
The complaint before the Commission arose from allegations concerning Dr. Mittal’s tenure at the National Law University, Tripura. In its interim proceedings, the Commission considered the investigation branch’s report, witness statements and other documents while forming its preliminary views on the allegations.
Among its directions, the Commission had recommended steps concerning Dr. Mittal’s appointment at the law university.
The Commission’s report referred to allegations of inappropriate conduct and sexual harassment against Dr. Mittal. It described the environment during his tenure at National Law University, Tripura, as “unfortunate, undesirable and unfair.”
Following the High Court’s order, implementation of the Commission’s August 14 order and further action based on it will remain stayed for now. Further developments will depend on the next hearing and the court’s decision in the writ petition.
Advocate Shankar Lodh appeared for Dr. Nachiketa Mittal. No lawyer appeared for the Commission or the other respondents during the hearing.
